State of the world by Kurama's play point

The system of government by tournament didn't last long in the Makai, maybe twenty years or so, before it just became a cycle of Yomi, Mukuro, and Yusuke, wreaking hell on any sort of administration attempts. So once it became obvious that Yusuke's idea, while innovated, was rather poorly thought out for the long term, the three kings stepped back into power, though this time in a much more congenial and cooperative fashion. Yusuke split his time between the two worlds since Makai was far from a place suitable for Keiko, as did Kurama, continuing to live as both Yomi's adviser and Shiori's doting son.

When Shiori died at the age of sixty-four, Kurama remained in the human world long enough to see that her funeral was carried through properly and that his step-brother handled the death of his third parent fine before departing to live in the Makai full time. Yusuke did likewise with the deaths of Kuwabara and Keiko twenty years later.

Seeing that his son Shura would not be ready and mature enough to rule by the time he might decide to step down, Yomi named Kurama his heir on the condition that Shura follow after once he was ready.

But while Yomi remains fully in power, Kurama keeps a den not far from the city where he is easy to reach, but has his own territory to hold dominion over.
